The government of Pol.Lt.Col. Thaksin Shinawatra declared to the Parliament on February 26, 2001, with the establishment for education in the form of Community Colleges in the province that the lack of higher education institution or province that contact with the border to expand the opportunity to study and the community participation in education management. The Council of Ministers has approved the establishment of a Community Colleges on February 19 in 2002 and the Ministry of Education has established Community Colleges in accordance with the resolution of the Council of Ministers in 10 provinces is the Mae Hong Son, Phichit, Tak, Buriram, Mukdahan, NongBuaLamPhu, SaKaew, Uthai Thani, Ranong and Narathiwat. In 2004 has expanded the establishment of a Community College more by the resolution of the Council of Ministers to expand the established in the following year in 7provinces including Yala, Pattani, Yasothon, Samut Sakhon, Trat, Satun and phang-nga. In 2006 established Phrae Community College, in 2007 established Songkhla Community College and in 2009 was established Nan Community Colleges, total of 20 Community Colleges.

Community College is holding on to create the opportunity to members of the community development in the disciplines that will increase the value of life and increase the potential of the community in the dimension of the economic and social aspects. Community College is a college alternative that can support a higher education filling the gap of the people in the Society, supporting for disadvantaged every society and help the local people do not leave their hometown can apply the knowledge to develop local.
Community College is a new model school which managed by the community or population participation in educational management. All sectors involved teaching by using the location of the community to respond to the needs of the community into the mainstream, adjusting the basic knowledge to prepare the learners to certain aspects or subject all of the curriculum development based on the needs of the learner. The target group of the community colleges including those who are not ready to study in the formal education such as work-force age who missed an opportunity to study in the Higher Education, dropout, working age or retirement age, the people who would like to increase their knowledge and experience. The Community College manages by Community College Council which consists of the person who is in the local, using resources and potential both in and outside the community. The Network system manages by Community College is the host. There is a place to study including: campus is a network and the outstanding of Community College is the College of community that can be integrated with other schools and to provide opportunities for those who cannot study in the higher education system by any restrictions, the opportunity to be educated with flexible management education in time, places and teacher and use resources available in the local share for education which will be useful to create the quality and reduce the gap in educational opportunities of the people in the society as well as to the community owner and participate in the study. In addition, community colleges also highlights and is different from another schools that is educational management system as same as the other schools but the management of the study is a community, the education for response to community needs, using the resources and the people of the communities.
